Not to sound too much like a jerk, but I find some merits behind the idea. Not to say I agree that it needs to be a law. There are reusable water bottles out there that come with their own filters these days, not to mention attachable water purifiers for your faucet. Sadly, I remember how much of a joke just about... oh EVERYONE thought bottled water was in the first place. Yet now it's fairly popular.
I'm trying to think if I actually had a point now, lol. |

I think that it is more a matter of "the people are to blame but no one wants to admit it so they're blaming the product". |
